SUBJECT: REQUEST FOR ENGINEERING SERVICES

To Whom It May Concern:

Smith County is requesting statements of qualifications from architectural firms to provide services on a potential Community Development Block Grant (CDBG) project to construct a new EMS building that will house EMS and the Rescue Squad. Ideally, the new building will have the potential to add on for a fire truck in the future. Duties to be performed by the selected firm will include the preparation of a preliminary engineering report, providing plans and specifications, and providing ongoing construction review inspections. Electronic qualifications should be received on or before noon on Friday, February 20, 2026, at the following address: Marcie Ackerman – mackerman@ucdd.org Project Administrator. 

Each submission will be evaluated according to the following criteria:

* Specialized experience or technical expertise of the firm
* Past performance record on contracts with the community as well as other clients
* Capability of firm to perform the work within time limitations
* Familiarity with the type of problems applicable to the project
* Familiarity with local conditions

The firm selected must comply with Executive Order 11246, Equal Employment Opportunity, the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974, and Section 3 of the Housing and Community Development Act of 1968.
