REQUEST FOR PROPOSALS (“RFP”) for Construction & Operation of Fiber Optics Network – Smith County TN

Smith County hereby requests proposals for construction & operation of a world-class fiber optic network. Smith County’s primary objective in requesting said proposals is providing high-speed broadband service in areas of the county where said service is not otherwise available. Respondents to the RFP should indicate how they can meet the following objectives:

  • Provide scalable gigabit high-speed broadband network connectivity to Smith County business and residential customers who do not have access to fiber enabled broadband services.
  • Offer fiber-enabled Wi-Fi hot spots to the public at no charge at, or near, each of the following locations:
    • Green Valley Church
    • Cordell Hull WMA Parking Area
    • Mt. Zion Church
    • Flat Rock Church of Christ
    • Union Heights Elementary School
    • Providence Church

Interested parties must respond by providing the information listed below:

  • A detailed overview of the entity
  • A description of the company’s experience in providing high-speed networks, and the ability to provide the same
  • A detailed plan for building a high-speed network in Smith County
  • A description of how the entity will meet each of the County’s stated objectives
  • A copy of the company’s two latest financial audits
  • A detailed financing plan for the network construction

Sealed bid proposals must be received no later than 10:00 a.m., local time, March 14th, 2022. Sealed bid proposals should be sent to Smith County Mayor Jeff Mason.
